Former Legal Manager Faces Fraud and Corruption Charges in Elias Motsoaledi Municipality

A former legal manager of the Elias Motsoaledi Local Municipality has been implicated in a fraud and corruption case, with allegations that he misused his official capacity during his tenure from 2016 to 2017. The matter has been postponed to allow the accused to secure legal representation.

The 40-year-old suspect appeared at the Groblersdal Magistrate’s Court on Friday after being apprehended by the Hawks’ Serious Corruption Investigation unit. Mashudu Dzhangi, spokesperson for the Limpopo National Prosecuting Authority (NPA), confirmed the adjournment, stating that the case will resume on 26 May 2026.

Investigation Uncovers Tender Manipulation in Local Government

The arrest follows an extensive probe by the Directorate for Priority Crime Investigation (Hawks) into suspected tender fraud and corrupt activities within various local municipalities. Authorities allege that municipal officials colluded with service providers to rig procurement processes for personal gain.

Specifically, the suspect is accused of exploiting his role as legal manager to facilitate irregular appointments and contracts during the 2016-2017 period.

Unlawful Contract Award for Software Supply

According to police statements, the suspect allegedly orchestrated the unlawful appointment of a service provider tasked with delivering software called Ripjar to the municipality’s crime intelligence division. Despite the service provider failing to comply with legal and regulatory standards, the contract was approved under the suspect’s authority.

Authorities emphasize that this approval contravened the Municipal Finance Management Act (MFMA), undermining the integrity of the procurement process and violating statutory requirements.

Financial Impact on Municipality

The irregular contract reportedly caused the Elias Motsoaledi Local Municipality a financial loss estimated at around R686,000. This case is part of a wider crackdown by the Hawks aimed at eradicating corruption and enhancing transparency in local government procurement.

The accused is scheduled to appear in court again on 26 May 2026 to continue proceedings.
