Ongoing “Sex for Jobs” Scandal Plagues KwaZulu-Natal’s EPWP
Martin Meyer, spokesperson for the KwaZulu-Natal Department of Public Works and Infrastructure, has exposed a persistent and troubling issue within the Expanded Public Works Programme (EPWP): the exploitation of vulnerable individuals through “sex for jobs” practices.
Community Feedback Highlights Widespread Corruption
During a recent province-wide citizens’ engagement roadshow, the department gathered direct input from local communities. EPWP-related grievances consistently topped the list of concerns raised by residents. Meyer revealed that many participants reported being coerced into revealing their political affiliations before being considered for EPWP positions. Others disclosed demands for bribes in exchange for employment opportunities. Additionally, favoritism was rampant, with jobs often awarded to those with personal connections to officials.
Sexual Exploitation: A Hidden but Pervasive Problem
Most alarmingly, the department continues to uncover cases where sexual favors are solicited in return for jobs. Meyer emphasized the difficulty in addressing these abuses, noting that victims are often reluctant to file formal complaints or approach law enforcement. “The most vulnerable and impoverished individuals are being exploited,” he said. “They fear losing their income or facing retaliation within their communities if they speak out.”
Challenges in Prosecuting Sexual Abuse within EPWP
While the department acknowledges the existence of “sex for jobs” scandals, taking decisive legal action remains a challenge. Meyer was unequivocal in condemning these acts, stating, “Sex for jobs constitutes sexual abuse and rape. Perpetrators must face the full extent of the law and be held accountable, including imprisonment.”
Introducing an Anti-Fraud and Whistleblower Portal
In response to these alarming reports, the department launched an EPWP anti-fraud and whistleblower portal on their official website, kznworks.gov.za, just one month ago. Within this short period, the portal has received 18 credible and actionable complaints. These reports include allegations of opaque recruitment procedures, political meddling in hiring decisions, and operational inefficiencies in some municipalities that have caused payment delays of up to two months.
EPWP: A Vital but Struggling Initiative
Meyer stressed that the EPWP is designed to be more than a temporary solution to unemployment; it aims to provide skills development and empowerment to disadvantaged communities. However, the programme continues to grapple with systemic issues that undermine its effectiveness and integrity.
