This move has garnered strong backing from traditional leadership across KwaZulu-Natal.

Strategic Lobbying for Legislative Change

In the coming week, a delegation comprising cultural custodians and legal specialists will present their case to representatives from 13 political parties within Parliament. Their goal is to advocate for amendments to the Ingonyama Trust Act, originally enacted in 1994 and revised in 1997. Currently, the power to appoint and dismiss members of the Trust Board lies with the government, specifically the Minister of Land Reform, Mzwanele Nyhontso. King Misuzulu is pushing to centralize these powers under his own jurisdiction, aiming to strengthen traditional governance structures.

Unified Support from KwaZulu-Natal Traditional Leaders

During a recent assembly in Durban, KwaZulu-Natal’s traditional leaders unanimously endorsed the king’s initiative to assume control over the Trust Board. Following their meeting, a brief communiqué confirmed their commitment to accompany the delegation to Cape Town, signaling a united front in this constitutional endeavor.

Expert Panel and Legislative Drafting

Earlier this year, at the official opening of the provincial legislature, King Misuzulu announced the appointment of retired KwaZulu-Natal Judge President Mjabuliseni Madondo alongside Senior Counsel Advocate Tembeka Ngcukaitobi. This expert team has been tasked with formulating the proposed amendments to the Ingonyama Trust Act, which will be submitted to Parliament for deliberation and voting.

Delegation Leadership and Support

The delegation will be spearheaded by Reverend Thulasizwe Buthelezi, the Prime Minister of the Zulu nation, who will be supported by Advocate Ngcukaitobi and esteemed cultural scholars Professor Jabulani Maphalala and Professor Gugu Mazibuko. Their combined expertise in legal, academic, and cultural matters is expected to reinforce the delegation’s position during parliamentary discussions.
